President Ed Goetz convened the meeting at 1:00 pm at the Little America Hotel.

Ralph Hayes, from the state Human resources department gave a presentation on highlights of the “Buck Report”, which was the legislative study on health insurance. Vigorous discussion ensued.

Fred Hansen, Colleen Anderson, and Amy Manley from the WDE, then discussed various education related matters occurring in the legislature including the new funding model, Hathaway Scholarships, Private School accreditation, ADM

President Ed Goetz started off the days activties at 8:35 a.m.

The first item on the agenda was a legislative update by Lawrence Anderson & Al Atkins. Mr. Anderson covered the Senate Bills and Mr. Atkins reviewed the House Bills.

Polly Scott and Tom Mann discussed the State Deferred Compensation Plan current legislation regarding the WRS and some potential changes that may allow districts to re-hire retirees.

The last presentation of the morning was made by Ken Burnett, Teresa Kunkel, and Suzie Roseberry of the SFC. They handed out and reviewed facility condition reports, the upcoming SFC seminar, submission of payment requests, and Major Maintenance expenditure requests (SFC 710.

The afternoon started off with a presentation on Risk Management by Marland Buse of Zurich Insurance. He covered keys to successful risk management practices, benefits of risk management and then identified specific areas that should be addressed, including transportation, playgrounds, labs, shops, field trips, sexual harassment and molestation, roofs, and worker’s comp.

A host of staff from the Department of Employment, Worker's Compensation Division, including Melinda Gibson, Myrna Lewis, Bill Cole, Cindy Barela, and Cheryl Hageman reviewed worker’s comp policies and prodcedures.

At the end Life Insurance is a good thing to have in place, so we finished the day with a presentation by Allison Shores of ING on the new group life insurance program. WSSI switched providers from Beneficial Life to ING.

Mr. Goetz began the days proceedings at 8:30 a.m. by introducing ASBO Director Mr. Bruce Moltzan. Mr. Moltzan, the Secretary Treasurer of the Peace River School Division in Peace River Alberta Canada (north about 1250 miles) delivered a presentation entitled "Individuals Learn - Can Your Organization?" He followed that up with a discussion about the benefits of participation in ASBO.

Mr. Goetz convened the business meeting at 10:15.

Kay Watson moved to approve the minutes and treasurer report of the Summer 2005 meeting as corrected. Frank seconded the motion. Motion passed.

The PRC indicated that Frank Johnson would be serving as the Chairman. And Lu Beecham would serve as the Vice-Chairman.

Mr. W. Greg Minter then presented WASBO a check for $1,577.26 for its part in the annual WSBA Conference.

Lu Beecham discussed plans for the upcoming summer meetings to be held in Dubois. There was discussion of whether to move the meeting from WTF to TFS. Mike Wiggam made the motion to move the meeting. The minute taker is pretty sure that there was a second by someone. The motion passed.

Discussion of the WASBO website, the ASBO Conference, the Futures task force followed.

Collen Anderson addressed the need for a Data Advisory Committee meeting in the near future.

The Winter meeting of the Wyoming Association of School Business Officials was officially adjourned at 10:47 a.m.
